New Mexico has a complex gambling background. When the Indian Gaming Regulatory Act was passed by the House in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to get on the Indian casino bandwagon. Politics guaranteed that wouldn’t be the case.
The New Mexico governor Bruce King announced a panel in 1990 to negotiate a contract with New Mexico American Indian bands. When the panel arrived at an agreement with two important local tribes a year later, Governor King refused to sign the agreement. He held up a deal until 1994.
When a new governor took office in Nineteen Ninety Five, it seemed that American Indian gaming in New Mexico was a certainty. But when Governor Gary Johnson passed the compact with the Amerindian bands, anti-gambling forces were able to tie the contract up in courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the accord, thus costing the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.
It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the process moving on a full accord between the State of New Mexico and its Native tribes. Ten years had been burned for gambling in New Mexico, which includes Native casino Bingo.
The nonprofit Bingo business has grown from Nineteen Ninety-Nine. That year, New Mexico non-profit game operators brought in only $3,048 in revenues. That climbed to $725,150 in 2000, and passed one million dollars in 2001. Non-profit Bingo revenues have increased steadily since then. Two Thousand and Five saw the largest year, with $1,233,289 earned by the providers.
Bingo is apparently popular in New Mexico. All kinds of operators look for a piece of the pie. With hope, the politicos are done batting over gambling as an important issue like they did in the 90’s. That’s probably wishful thinking.
